I wouldn't purposely not answer the phone due to not recognizing the the number and then turn around and call it back, no. However, if I gave my number to someone and they called during a time I wasn't able to get to the phone, I will call the unknown number back. If they say they dialed the wrong number or that they didn't call, I just say "okay" and go on about my business. Just because that number is on the caller ID doesn't mean the person who answers the phone was the one who made the call. So I leave it at that. Well, it depends on the situation. In addition I will not call back unless a message was left. I feel kinda stupid calling a number that I don't know and asking who I'm calling.
